Shifting sands in Europe

Writing before the full effects of the introduction of the Global Sulphur Cap are fully known, the pace of regulatory developments shows no sign of relenting. Class societies are already providing guidance ahead of the introduction of requirements under the EU Ship Recycling Regulation (SRR) for non-EU vessels to submit a statement of compliance (SoC), together with the IHM, on 31 December 2020. No less importantly, the incoming European Commission confirmed plans to expand the scope of the EU’s emissions trading scheme (ETS) to include emissions from the shipping sector by June 2021 as part of its Green Deal on 11 December.

The alternative fuels landscape is evolving rapidly: Norway's decision to fund the development of a hydrogen distribution network is just one significant development since mid-November.
