European shipowners (ECSA) have welcomed the proposal of the European Parliament’s Rapporteur on the EU ETS, Peter Liese, for a binding clause in contractual agreements between shipowners and commercial operators to ensure that the latter pay for the costs of the EU ETS. The World Shipping Council disagrees and European ports are also concerned.
